Today, the department reflects the combined strengths of the Alliance for Education and San Bernardino County Regional Occupational Program, united in support of students, adult learners, educators, employers, and the broader community.
1980
San Bernardino County ROP begins
San Bernardino County Regional Occupational Program was organized to expand access to career-focused education and hands-on technical training.
2002
Alliance for Education begins
The Alliance for Education launched as a countywide network connecting education, business, labor, and community partners around workforce readiness.
2019
Unified as Workforce SBCSS
Workforce SBCSS emerged as the department bringing these efforts together under a shared countywide vision for career pathways and workforce development.
From separate strengths to a shared vision
The history of Workforce SBCSS is rooted in two complementary efforts. San Bernardino County Regional Occupational Program developed a strong legacy of practical, industry-aligned instruction, helping students and adult learners build real-world skills for employment and advancement.
The Alliance for Education expanded that work through systems-building and partnership development, connecting schools, employers, labor, postsecondary institutions, and community organizations around a shared goal: preparing learners for success from cradle to career.
Together, these efforts now live within Workforce SBCSS, where direct program delivery, career pathway design, employer engagement, and regional collaboration reinforce one another to strengthen opportunity across San Bernardino County.

San Bernardino County ROP is organized

2002
The Alliance for Education begins
The Alliance for Education began as a countywide network bringing together education, business, labor, community, and faith-based partners. Its purpose was to help build a more educated and skilled workforce through shared planning, collaboration, and stronger links between learning and the world of work.
2010s
Regional collaboration deepens
Over time, countywide workforce efforts became more integrated with cradle-to-career planning, work-based learning, STEM initiatives, pathway alignment, and employer engagement. This period strengthened the relationship between direct student programming and broader systems coordination across the region.
2019
Workforce SBCSS emerges as a unified department
Public sources show Workforce SBCSS operating as the department that brings together the Alliance for Education and SBC ROP.
